IT Data Project Manager

San Antonio, TX

Osi Vision is seeking an Information Technology (IT) Project Manager to work with a project team supporting multiple Air Force Personnel Research Projects at Randolph AFB, TX.  Work will be performed in a hybrid fashion which requires both on-site and remote support as determined by client and program needs.

Summary of Position -

  • Serve as the IT Project Manager and Lead
  • Design IT project plans, identify needs, and define major tasks and milestones, based on scope, resources, budget, and personnel.
  • Plan, direct, and coordinate the activities of technical and non-technical personnel to ensure objectives are accomplished within prescribed time frames and funding parameters.
  • Collaborate with software developers, system administrators, and other stakeholders to integrate database solutions into applications and systems
  • Translate business requirements into technical solutions while communicating effectively with technical and non-technical audiences.
  • Conduct a comprehensive review and documentation of an IT Database system including Data Use Agreements (DUAs) for external data imports, existing historical data sources and data capture procedures for internally or experimentally generated data sets.
  • Develop greater efficiency in flow and availability of test data in selection and classification process for recruiters, trainers, researchers, etc.
  • Document automated processes, workflows, and best practices for database automation, provide training and support to IT staff on automation tools and techniques for database management.
  • Provide complex management of test item banks, access and updating of supporting item statistics for availability to researcher’s w/o unnecessary inefficient use of their time
  • Integrate Air Force Personnel Research data manipulation and data storage processes with evolving cloud-based data pipelines available in industry and in the Air Force.
  • Explore and implement use of Machine Learning and Artificial Intelligence methodologies.

Education/Knowledge -

  • Bachelor’s degree in business administration, Management, Engineering, Information Systems or Computer Science.
  • 3 years of experience in an IT Project Management role, preferably within the Air Force and/or DoD
  • 5 years of experience managing cost, schedule, and performance.
  • 5 years of experience managing databases and visualizing data sets.
  • Ability to brief IT technical concepts to peers, clients and decision makers.
  • Possess outstanding strategic planning, program/project management, organizational development, team leadership, and decision-making skills.
  • Experience with Air Force accessions processes desired, to include officer and enlisted classification structures and selection/classification requirements.
  • Excellent analytical and problem-solving skills with a keen attention to detail.
  • Recent experience with large Air Force or Department of Defense data sets.
  • Ability to write technical procedures that are reflective of IT operations and practices.
  • Desired Knowledge/Experience also includes:
  • Demonstrated proficiency and hands-on experience in architecting, implementing, and managing Cloud-native database solutions, e.g., Azure SQL Database, Azure SQL Managed Instance and Oracle Cloud Infrastructure (OCI) Autonomous Data Warehouse, including deployment, configuration, and optimization.
  • Experience with MySQL and MongoDB, including the installation/configuration of new systems, managing security and maintenance of existing systems; at least 5 years of experience designing, implementing and maintaining data bases.
  • Experience scripting TSQL, PowerShell, Python, R and automating tasks.
  • Experience implementing security controls and best practices for database environments.
  • Experience scheduling automation with tools such as ActiveBatch/cron
